Paul was educated at Auckland Grammar and graduated LLB from Auckland
University in 1963. He was a partner with the law firm then known as Wynyard
Wilson & Co (now Wynyard Wood) until he left in 1976 to become a member of
the independent bar. Paul was appointed silk in 1991 and practises mainly in
Resource Management/Environmental law, Public Works Act litigation and Local
Government law. He participated in the Harvard programme on dispute resolution
held in Sydney in August 1994.
Paul is a foundation member of Shortland Chambers.
Have litigated before all Courts including Privy Council.
Acted as Planning Commissioner on five occasions, the first some years ago as
Commissioner for the then Waitemata County Council in relation to a planned
extension to the Council's Bethells Quarry. On three occasions by the
Palmerston North City Council and once by the Kapiti Coast District Council to
hear and determine complex planning matters involving Palmerston North Airport,
Paraparaumu Airport, the development of a valuable block of Council owned land
at the periphery of the Palmerston North CBD and finally on a resource consent
application involving the development of land at the Batchelar Centre at 120
Tennent Drive, Palmerston North.
On all occasions as Chairman of the Panel.
Have acted as both mediator and as counsel on 30 occasions - all successful,
except for one.
Have acted as sole arbitrator resolving a commercial property dispute
(December 2010).
